ரு2க்3வேதோ3த2 யஜுர்வேத3: ஸாம வேதோ3ப்யத2ர்வண: ||

sorry for the silly question. when pooja jalam should be purified? i think logically it should be before starting pooja.
One more thing, while doing abishekams, is it necessary to say this mantra and do abishekam afer that?

you are absolutely right.
it is done at the start of the pooja, right after the sankalpa.
for abhisegam there are other mantras. common are purusha suktam and rudram/samakam.
unless one asks how will one get to know?
